National Railroad Passenger Corporation (AMTRAK) Conditions of Purchase

Unless otherwise specified, the terms referenced on National Railroad Passenger Corporation (Amtrak) Form #69 and Supplemental General Provisions for Nonconstruction Contracts shall apply to all Amtrak Purchase Order transactions. Contractor's acceptance of or performance under the Purchase Order will constitute acceptance of these terms.

Amtrak Procurement's Objective:

In support of Amtrak's overall goal of providing quality inter-city and commuter services to the public, Amtrak Procurement objectives are as follows:

1. To promote full and open competition in the procurement of goods and services.

2. To procure quality goods and services in a reliable and timely manner at a reasonable cost.

3. To make positive efforts to utilize small business concerns [as defined by the Small Business Administration (SBA)] and Disadvantaged Business Enterprises (DBEs) in the procurement of goods and services in accordance with Amtrak's Policy.

Procurement & Logistics (P&L) teams are headquartered in Philadelphia and are responsible for National Contracts for goods and services, including construction and construction services. The Transactional Purchasing functions are located at various field locations and are responsible for material and services that are unique to that location or region.
